To All of the Non-Iraqi, Non-Combatants in Iraq,

     Please note that, by being in Iraq, you are taking your own life into your own hands. While the Iraqi, US, and Coalition forces are working daily to make Iraq a safe place, Iraq remains dangerous, especially for non-Muslim foreigners and most especially for Westerners.

     Please understand that, if you do not want to be arrested, kidnapped, tortured, or murdered, your best bet is to stay out of Iraq. The practitioners of the current insurgent and sectarian violence in Iraq do not care much about what your supposed credentials may be, and the Iraqi, US, and Coalition forces see you as just another element to make their job harder than it already is.

     Please also note that Iraq, while it is currently somewhat unstable, is still a sovereign, independent nation with its own system of justice. As it turns out, that system of justice is somewhat different that what most Westerners might expect, especially since it relies on Sharia law.

     Your best bet is to avoid going to Iraq altogether, at least until the current period of instability is resolved. Then, it is advisable to enter the country legally and for openly declared purposes. Attempts to enter Iraq under other circumstances will likely end with less success than you would like to achieve.

    I think you may be making the assumption that these non-combatants are completely aware of where they are going to do whatever job they want to do.
